For years the old rule let a comfort animal ride in the cabin with a letter. The 2020 Department of Transportation final rule ended that arrangement. It took effect in early 2021 and it tightened the air-travel definition to dogs that are individually trained to do work or a task. A Support Animal helps by its calming presence, not by a trained task. Under the rule that governs flights today, that presence is no longer counted as a service animal.
In plain American terms, a carrier is now free to accept a Support Animal only as a pet. The airline pet policy applies, not the sections above. Plan on a pet fee, a soft carrier that slides under the seat, a size limit and a daily cap on how many animals the cabin holds. Some travelers book their animal as a pet on purpose and that is a fair, lawful choice. Just plan around the pet policy and not around Part 382, because no letter rewrites Part 382.

A large share of the handlers who read a page like this are veterans. A dog trained to interrupt a panic response, to brace a handler through a crowd or to wake someone from a night terror is doing real work, and Part 382 protects it the same as any other trained Service Dog. The rule does not rank one disability above another and it never asks which branch you served in.
